Public Construction Bidding

The Iowa Construction Bidding Procedures Act combined rules for county, city and rural water government under one law. Libraries planning new construction should review Iowa Code, Chapter 26.

Highlights of Iowa Code, Chapter 26

  • "If the estimated total cost of a public improvement exceeds the competitive bid threshold of one hundred thousand dollars, or the adjusted competitive bid threshold established in section 314.1B, the governmental entity shall advertise for sealed bids for the proposed public improvement by publishing a notice to bidders."
  • New Steps in the Bidding Process - see Iowa Code sections 26.3 through 26.13
  • Competitive Quotation Procedure:  For cities under 50,000 population, the procedure applies to projects costing $36,000 to under $100,000.  For cities over 50,000 population, the procedure applies to projects costing $51,000 to under $100,000
