National Data Collection Models for Public Library Network Statistics and Performance Measures: Public libraries typically use circulation and walk-ins to measure use. For some libraries, circulation is down and yet these libraries are busier than ever with added services such as Internet access for the public. If libraries continue to count only circulation, they will be overlooking the non-traditional ways people are now using libraries. With circulation as the only yardstick, they could even be misrepresenting library use and not giving themselves credit for how the public is using the library.
