Section II: Goals and Strategies

What to Include:


The plan must establish clear goals and a realistic strategy for using telecommunications and information technology to improve education or library services.  

Identify and briefly describe the electronic information services the library will provide that will help it achieve its vision.  Determine how services will be delivered to the public and how they will be set up and managed in public areas. Include dates and responsibilities in this section.

BE SURE TO INCLUDE STRATEGIES AND GOALS FOR ALL SERVICES REQUESTED IN THE FORM 470/471. All services being requested (including such basic telecommunications services as a telephone) must be addressed in the technology plan. 

Sample Wording for Technology Goals:


Example 1  (General, Telecommunication, phone, ICN, circuit, Internet)

  • To utilize technology to increase efficiency of library functions.
  • To use technology to increase library services.

Example 2  (Internet)

  • To provide free public access to Internet information sources.
  • To provide information to the community in electronic formats.
  • To provide remote access to electronic resources to library patrons.
  • To allow wider access to the library's resources through electronic formats.

Example 3  (Telecommunications- video conferencing)

  • To provide community access to additional resources and services through videoconferencing.
Example 4  (Internal Connections)
  • To provide improved customer service by improving the efficiency of the library's circulation system.


Sample Wording For Technology Strategies, objectives, timelines, responsibilities.  Write these under each goal.  Use fiscal or calendar year per your preference.  List  responsibilities by goals or by a group of objectives.  Samples listed are examples only.

Example 1 (Telecommunications, telephone)

  • Provide telephone/fax service for the library.  (FYxx, June 20xx or December 20xx) Responsibility: Director
  • Provide cell phones to library staff. (FYxx, June 20xx or December 20xx)  Responsibility: Director
  • Continue to provide phone service through CENTREX system  (FYxx, June 20xx or December 20xx).  Responsibility: Director
  • Provide phone/fax service for the library through DSL data line (FYxx, June 20xx or December 20xx).  Responsibility: Director
  • Obtain DSL data circuit in (FYxx, June 20xx or December 20xx) Responsibility:  Budget committee, Director
    (circuit only, not Internet access)

Example 2 (Internet)

  • Provide patron access to the Internet on at least three workstations in (FYxx, June 20xx or December 20xx).  Responsibility: Director
  • Add two public access work stations in (FYxx, June 20xx or December 20xx). Responsibility:  Director
  • Public use of library workstations will increase from an average of 2,500 to 3,000 per month from July 1, 20xx to June 30, 20xx.   Responsibility: Director
  • Public access to the library's Web site will increase from an average of 5,000 to 7,000 hits per month from x to x.  Responsibility: Director
  • The library will increase the number of county departments and community organization's whose public information is made available on the Internet from 10 to 14 by (FYxx, June 20xx or December 20xx).  Responsibility: Director
  • Add access to EBSCOhost full-text periodical resources to all public access workstations in (FYxx, June 20xx or December 20xx). Responsibility: Director
  • Provide patron e-mail to public workstations by (FYxx, June 20xx or December 20xx).  Responsibility: Director
  • Create Internet Use Policies for the library by (FYxx, June 20xx or December 20xx).  Responsibility: Director
  • Review current Internet Use Policies by (FYxx, June 20xx or December 20xx).  Responsibility: Director
  • Provide additional library Web links to electronic information in areas of job training, government, career guidance, consumer information in FYxx.   Responsibility: Staff
  • July 20xx - Implement information literacy classes for the public. Responsibility: Reference Team
  • By January 20xx, a library Web page will be created to provide access to electronic resources from home or work, as well as in the library.  Responsibility: Director

Example 3  (Telecommunications, videoconferencing)

  • Maintain library ICN room equipment. Ongoing. Responsibility: ICN Scheduler
  • Continue to provide video classes broadcast on the ICN for residents. Ongoing. Responsibility: ICN Scheduler

Example 4  (Internal Connections)

  • Change from a paper-based circulation system to an automated system.  Convert to Winnebago's Spectrum System (MS Windows-based).  (FYxx, June 20xx or December 20xx) Responsibility: Director
  • Purchase and install server, networking software and at least two (2) client machines. (FYxx, June 20xx or December 20xx)  Responsibility: Technical Director
  • Begin using Winnebago Circulation module. (FY0x, June xx or December xx).  Responsibility: Director
  • Investigate installation of library LAN; hire consultant. (FYxx, June 20xx, or December 20xx) Responsibility:  Director
  • Install LAN throughout the library. (FYxx, June 20xx or December 20xx) Responsibility: Director and LAN Team
