Architect Requirements

According to the Code of Iowa and the Iowa Administrative Code a  registered architect is required to perform the planning and design of a public library.  (The Iowa Administrative Code is a composite of all rules written by the executive branch which have the full force and effect of law.)

Iowa Administrative Code 193B-5.1 contains the rules for Code of Iowa section 544A.  Definitions. "Governmental use" means a building or portion of a building owned or occupied by a municipal, county, state, federal, or other public agency including, but not limited to, municipal fire and police stations and libraries.

Iowa Administrative Code 193B-5.4 contains the rules for Code of Iowa 544A.   Exceptions matrix lists by Building Use Type - "Governmental Use" - Architect Required.

Other relevant definitions from Iowa Code Section 544A.16 are:

"Architect" means a person qualified to engage in the practice or architecture who holds a current valid registration under the laws of this state.

"Construction" means physical alteration of a building or improvement of real estate, and includes new construction, enlargements, or additions to existing construction, and alterations, renovation, remodeling, restoration, preservation, or other material modification to and within existing construction.
