Library Service Area (LSA) Boards

LSA Board Makeup

  • The Commission of Libraries (the State Library's governing board) coordinates the appointments to the LSA boards and and ensures appointments are in compliance with the administrative rules.
  • Each board has seven members as follows: one elected by public library boards of trustees; one elected by public library employees; three appointed by the Iowa Commission of Libraries to represent library users and the public at large; one appointed by area education agencies (AEA) and one appointed by community colleges.
  • Boards must be political party balanced (Code of Iowa, 69.16).
  • Boards must be gender balanced (Code of Iowa, 69.16A)
  • Terms are four years and staggered.

Nominations

  • You are encouraged to submit a nomination form, but please understand that because the boards are gender and political party balanced and terms are four years, you may not be appointed.
  • If appointed or elected, you will be notified in writing.

Creation of LSA Boards

  • Effective July 1, 2001, seven Library Service Areas (LSA) replaced the former Regional Libraries.
  • This came about as a result of HF637, a bill passed by the 2001 Iowa Legislature and signed by the Governor.

  • Plan of Service

    The Code of Iowa, section 256.51(d), requires the State Library to "Develop, in consultation with the Library Service Areas and the Area Education Agency media centers, a biennial unified plan of service and service delivery for the division of libraries and information services."
