Internet Use Policies
- Libraries receiving E-rate money for Internet service must meet the requirements of the Children's Internet Protection Act (CIPA) and the Neighborhood Children's Internet Protection Act (NCIPA) which were passed by Congress in December 2000. There is some overlap in language between CIPA and NCIPA, but they address different areas.
- CIPA addresses what has to be filtered and the need for an Internet safety policy. CIPA is applicable to e-rate funds and LSTA funding used to provide Internet access and buying computers that access the Internet.
- NCIPA focuses on what has to be included in a school or library's Internet safety policy. NCIPA is applicable only to the E-rate funds used to fund access to the Internet.
