Executive Orders of Governor Chet Culver


Executive Order Number One:
Orders that the United States Flag be flown at half-staff to honor any member of Iowa National Guard, Iowa Air National Guard or an Iowa resident serving as a member of the United States Armed Forces who is killed in the line of duty. (1/27/2007)

Executive Order Number Two:
Orders that the deadline for individual Iowa taxpayers who are farmers to pay their 2006 individual income tax is extended until March 15, 2007. (2/28/2007)

Executive Order Number Three:
Orders that the use of E-85 fuel in the state's flexible-fuel vehicles shall be increased to at least 60% of fuel purchases, and instructs the Office of Energy Independence and DAS to develop a "State Government E-85 Use Plan . (6/21/2007)

Executive Order Number Four:
Orders that State Agencies achieve and maintain a diverse workforce in state government. (10/26/2007)

Executive Order Number Five:
Creates the Youth Race and Detention Task Force. (10/30/2007)

Executive Order Number Six:
Establishes a Green Government Initiative for the State of Iowa.  (2/21/2008)

Executive Order Number Seven:
Establishes an Iowa Task Force to Rebuild Iowa, after the storms and flood in May and June of 2008. (6/27/2008)

Executive Order Number Eight:
Establishes an Independent Contractor Reform Task Force. (7/16/2008)

Executive Order Number Nine:
Directs IFA to administer the allocation of additional tax-exempt bonding authority provided by the Disaster Relief Act, develop administrative rules to implement the allocation of this additional tax-exempt bonding authority, track the allocation of the additional tax-exempt bonding authority to ensure compliance with all applicable federal law, and provide all necessary reports to the IRS. (11/7/2008)

Executive Order Number Ten:
Aids the Governor to meet his Constitutional obligation to balance the state budget, announcing that he would order a 1.5 percent across-the-board reduction in state expenditures for the current fiscal year. (12/22/2008)

Executive Order Number Eleven:
Establishes a task force on dependent care. (2/17/2009)

Executive Order Number Twelve:
Establishes the creation of the Iowa Accountablility and Transparency Board to monitor and report on the State of Iowa's efforts to implement the AARA. (4/14/2009)

Executive Order Number Thirteen:
Directs DAS to establish and implement cost-effective, transparent accounting practices to track reimbursements to state employees for meals, travel, and other work-related costs in order to prevent fraud, waste, or abuse. (5/26/2009)

Executive Order Number Fourteen:
Authorizes the Larned A. Waterman Iowa Nonprofit Resource Center to apply for a Strengthening Communities Fund – State, Local and Tribal Government Capacity Building Program Grant. (6/22/2009)

Executive Order Number Fifteen:
Creates the Ex-offender Re-entry Coordinating Council. (7/15/2009)

Executive Order Number Sixteen:
Creates the Green Jobs Task Force. (8/20/2009)

Executive Order Number Seventeen:
Gives guidance to the Department of Administrative services when purchasing, leasing or renovating office space for governmental use, including the placement of state offices in historic central business districts. (9/25/2009)

Executive Order Number Eighteen:
Orders a transfer from the emergency fund of $45.3 million in order to close fiscal year 2009 with a balanced state budget. (9/25/2009)

Executive Order Number Nineteen:
Orders the implementation of a 10% across-the-board cut to state government spending.  (10/8/2009)

Executive Order Number Twenty:
Orders the implementation of a series of recommendations outlined in the Iowa Efficiency Review Report.  (12/16/2009)

Executive Order Number Twenty-One:
Orders that the Executive Director of the Iowa Finance Authority, shall serve as the Governor’s designee related to the issuance of Qualified Midwestern Disaster Area Bonds.  (2/1/2010)

Executive Order Number Twenty-Two:
Requests all state departments and agencies to consider using Project Labor Agreements on large-scale construction projects to provide structure and stability, promote efficient, on-time completion and ensure the high standards and reasonable costs on the projects in order to move Iowa’s economy forward.  (2/3/2010)

Executive Order Number Twenty-Three:
Establishes specific steps to be taken by the executive branch to work in concert with the legislation in the effort to contain rising insurance costs as much as possible for all Iowans.  (4/9/2010)

Executive Order Number Twenty-Four:
Restructures the Office of the State Long-Term Care Ombudsman by mandating that the Office become institutionally independent by means of relocating to a separate physical space and directing the Ombudsman’s Office to propose legislation that will ensure the independence of the Office, as required under the federal Older Americans Act.  (5/28/2010)

Executive Order Number Twenty-Five:
Executive Order 25 created the Lake Delhi Recover and Rebuild Task Force. The Task force is charged with developing strategies to assist in the recovery and rebuilding of the Lake Delhi area.  (8/6/2010)

Executive Order Number Twenty-Six:
Outlines the continued process of Information Technology consolidation, the authority of the Chief Information Officer and the Information Technology functions and personnel.  (10/14/2010)

Executive Order Number Twenty-Seven:
Directs the Iowa Finance Authority, a public instrumentality and agency of the State of Iowa, to administer the allocation of “qualified energy conservation bonds” bonding authority provided by federal law.  (11/29/2010)
