Executive Order Number Five  
Authorizes recommendations by the Iowa Workforce Development Board be carried out to establish regional boundaries for programs, establish appointment processes and provide necessary coordination to permit Regional Workforce Development Boards to fulfill duties under state and federal law.  (3/25/99) 
Executive Order Number Six  
Extends the term of appointment of the resident-agent-in-charge of the Des Moines Office of the U.S. Drug Enforcement Administration to the Iowa Law Enforcement Academy Council, as an ex-officio non-voting member. (4/23/99)
Executive Order Number Seven  
Rescinds Branstad E.O. #44; Establishes the Task Force for Equal Opportunity in Employment; sets out the method for appointment; and sets out tasks; provides for the Iowa Department of Personnel to provide staff support as needed. (9/14/99)
Executive Order Number Eight  
Orders each State agency with authority to adopt state regulations to begin a comphrensive review of all agency rules and establishes an Agency Plan for Regulatory Review with criteria, a schedule, and a final report to the Governor's office no later than December 31, 2002. (9/14/99)
Executive Order Number Nine  
Orders each State agency with authority to adopt state regulations to adhere to a set of principles and procedures when engaging in agency rule-making. (9/14/99)
Executive Order Number Ten  
Establishes a Quality in Rule-Making Committee to design and administer a program to familiarize agency personnel with, and equip them to satisfy, all legal requirements applicable to the rule-making process. (9/14/99)
Executive Order Number Eleven  
Inserts a mechanism into the rule-making process that will increase the flexibility of administrative rule enforcement as applied to compelling individual cases; sets deadlines for agencies to adopt the Uniform Waiver Rule that is outlined in this order by publication in the Administrative Bulletin no later than February 1, 2000. Executive Order Number Twenty-Eight
Establishes seven state agencies as Charter Agencies that gives them the maximum degree of administrative flexability allowed under the law to ensure they produce the results, savings, and revenues that each has committed to in the Charter Agency Agreement. (7/1/03) 
Executive Order Number Twenty-Nine

Executive Order Number Thirty
Creates the Iowa Learns Council as a result of work accomplished by the Iowa Education Roundtable (E.O. 16). Establishes purpose, membership, structure and timeline with subgroups to be named and with a deadline of September 2004. (9/25/03)

Orders a uniform modification of allotment requests of 2.5% in budget reductions. (10/14/03)
Executive Order Number Thirty-Two
Establishes a Commemorative Iowa Medallion through the Iowa Veterans Affairs Commission featuring the profile of the five Sullivan brothers on one side and an image of the Iowa State Capitol with proceeds from the sale to establish and maintain an Iowa Veterans' Cemetery or, after 12-31-2008, if not established, shall revert to the Veterans Affairs Commission to support and promote veterans services. Executive Order Number Thirty-Three
Creates and recognizes the Iowa Council on Homelessness and directs heads of various State agencies to participate in the council. (11/17/03)
Executive Order Number Thirty-Four
Disbands Governor Ray's E.O. #20 and E.O. #49 dealing with the Governor's Economic Advisory Council and the Iowa Economic Forecasting Council and replaces them with the Council of Economic Advisors who will work with various State departments to expand and coordinate the gathering, analysis and distribution of economic data for the state as a whole. Executive Order Number Forty
Orders that alll Iowa State Executive Branch agencies, in collaboration with the Homeland Security and Emergency Management Division of the Iowa Department of Public Defense, shall prepare a Continuity of Operations and a Continuity of Government plan to ensure the state's ability to deliver essential services under any circumstances. Executive Order Number Forty-One
Orders that all agencies shall identify and implement energy efficiency measures and reduce energy consumption in all conditioned facilities owned by the State as provided for in Iowa Code Section473.13A. (4/22/05)
